I figured there had to be at least one Victorian-slang term involving the word "flag" and after a quick search found several; I pounced on this one, and immediately thought of Watson at the Criterion.
And yes, Stamford choosing to be actively involved in Watson's fate even before they speak removes a bit of that "Well, this is an amazing coincidence!" from his response.
